06 Apr 2026 Digital transformation is a central goal of Lao PDR’s long-term economic development strategy. Recognizing the transformative potential of digital technologies, the government is expanding national digital infrastructure and capabilities in collaboration with international development partners and the private sector.This Readiness Assessment Methodology (RAM) report supports this process by assessing Lao PDR’s digital landscape, identifying priority sectors, and embedding ethical, human-centred principles into its AI agenda. To develop it, UNESCO and the government convened workshops and consultations with stakeholders across government, civil society, academia, and industry to build consensus on responsible AI development and use.This RAM report is part of UNESCO's broader effort to support countries in harnessing AI for the collective benefit of their people — guided by a commitment to human rights, human dignity, and environmental well-being.
